Do the two clusters share a datastore? If they do you unregister the VM from the first cluster and readd it to the second cluster.
If both cluster are managed by the same vCenter you can Cold Migrate the VM - power it off - right click on the VM and select migrate - you will be given the option to change host and datastore -
