I think you are mixing up two features. HA - which is supposed to restart VMs in case of a host failure - and DRS, which live migrates VM's to other hosts if required. DRS will also kick in if you set...

Not exactly, there's no way to live migrate VMs from a failed host. If the host is dead, the VMs which were previously running on theis host are dead too and HA will try to restart them on remaioning...
