Solved all problems by:
BIOS
- Disable"Max CPUID Value Limit" option if enabled. ( prevent cpu cores issue )
- Enable VT-D if disabled.
BOOT
- Boot in legacy/BIOS mode and avoid UEFI. Possibly boot from BOOT MENU and choose right ESXi bootable drive.
