Is Pass through Required

I have a server with an i3-3220 processor.

I know the processor doesn't support VT-d and I am at this time I am unsure about the motherboard.

Before I go an invest  $$ into new equipment I am wondering if I need pass through or not.

I plan on setting up a Home Assistant VM and a MythTV VM.

The Home Assistant VM will need to access USB devices and the MYTHTV VM will need to access an PCI Tuner card and the serial port.

Will my VM's be able to access the USB, PCI card, and serial without pass trhough?
