Since you have only Two ESXi hosts , you will be using standard switch , let me know if there is VDS .

Answer to Your Question - You can Access both ESXi host from Webcient / vsphere client  .

Additionally if there is not very complicated any configuration for vCenter , you can deploy new vCenter and configure Both Esxi to that .
